It does not have natural resources, but Japan invested in the education and health of the human resources which helped the nation to develop.
Natural resources helped many countries progress. Availability of natural resources is not the only factor for development of a nation. It should also have efficient human resources which can facilitate the use of natural resources for growth and development of a country. Countries in the Middle East, Russia, China, USA, India, etc have used its abundant natural resources for the growth of the nation.
