Solution:
The Party which gets a majority in the legislative assembly forms the government.
The MLAs of the majority party elect their leader who becomes the Chief Minister.
Since it is difficult for a single person to manage the affairs of the state, various MLAs are appointed to form the council of ministers.
The MLAs who are made part of Council are then allotted a portfolio/department by the Governor on advice of the Chief Minister and they look after the activities of their respective departments.
