When pH is very low the solution is very Concentrated acid. When pH is very high the solution is concentrated Base.
We know that pH of a solution is inversely proportional to the concentration of the hydrogen ions in the solution. It means if Hydrogen ions are more the pH is less.
So, if we have to make a solution Concentrated Acid(pH very low) we will add hydrogen ions(water or Hcl) in it.
Same way for making a solution Concentrated Base we take away hydrogen ion from the solution.
