because it follows the process of sexual reproduction but the formation of seeds and fruits does not take place and it grows only

A Hibiscus plant reproduce by seeds, stem, roots etc through pollination, grafting, cuttings, layering etc. Naturally the wild Hibiscus plant reproduces by pollination. The seeds are produced inside the pods which matures and open up releasing the seeds. These seeds on germination give rise to new plants. But some of the fruits does not contains seeds. Some of the seeds will not grow similar to that of the parent plant. So cutting, grafting, layering etc are the type of vegetative reproduction which is the common method of reproduction in Hibiscus.
