Solution

It was Gulliver's mild disposition and impeccably courteous behaviour in spite of being in captivity that won over the emperor to his favour. It made such a favourable impression in the breast of his majesty that an imperial commission was issued out, obliging all the villages, nine hundred yards round the city to provide Gulliver with the food and drink necessary for his sustenance. His accommodation and attire was also taken care of under the emperor's orders.
