How does little or no vegetation affect groundwater level?

Vegetation keeps the groundwater level high, because the roots of plants absorb water and do not allow water to percolate to the deep layers of the soil. If vegetation is removed, there are no roots to absorb water, and hence, the groundwater level will fall.
