On moving from left to right in any period valence electrons keeps on increasing and period gets over when that valence shell gets filled.In the second period as it has both s and p orbitals it can fit 8 electrons that is it can have 8 elements.In first and second group elements has 1 and 2 valence electrons respectively where as from 13th group it starts again with 3;in 14 it has 4 and so on valence electrons.
