How does refraction make the bottom of a glass filled with water appear to be raised when seen from above?

Due to the refraction of light, the water appears higher than its actual level when seen from above. This is a phenomenon due to which a pencil appears bent too. The light entering from denser to lighter medium bends and this causes the refraction of light.
