(a) the coefficient of rolling friction increases with velocity, so the friction for the car moving with high velocity will be more.

(b) spikes goes into the ground and increase the friction between ground and shoe. That's why the shoes with spike will not skid easily. While the shoes with grove has less friction between ground and shoe. So it may skid more easily.
