The refractive index of medium 2 with respect to medium 1 is given by the ratio of the speed of light in medium 1 and the speed of light in medium 2.

This is usually represented by the symbol $n_{21}$ .
This can be expressed in an equation form as

$n_{21} = \frac{S p e e d o f l i g h t i n m e d i u m 1}{S p e e d o f l i g h t i n m e d i u m 2} = \frac{v_{1}}{v_{2}}$
