Under this system, the peasant was the owner of the land and paid tax on it. The government directly dealt with these owners, without the intervention of a middle man. The peasant was entitled to his land and its succession as long as he paid the tax on it. If a peasant didn’t pay, apart from eviction, his household, livestock, or personal belongings could be seized as well. The RS introduced the concept of private property. The individual holders were registered and permitted to sell, lease out, mortgage, or transfer their right over the land. Unlike the ZS, in the RS the land revenue paid by the peasant could change and was not fixed.
