From Statement 1: He has 17th rank from top among all students, and 12th rank among boys.
Removing boys, 17 - 12 = 5 girls are taller than Samir.

From Statement 2: 29 - 18 = 11 girls are shorter than Samir. But it not known how many girls are there in the class.
Hence, this statement alone is not sufficient to answer the question.
