Area of the hollow block $= 0.3 m \times 0.15 m \times 0.20 m = 0.009 m^{3}$
Area of the wall needed to be constructed $= 60 m \times 0.3 m \times 2 m = 36 m^{3}$
$∴$ Total no. of blocks needed $= \frac{36}{0.90} = 4, 000$
