In ClI3, Cl is the central metal atom and have 2 lone pair on it.

I is bonded with a chlorine atom and each iodine atom is having 3 lone pair on it.

Therefore, the total number of lone pairs = lone pair on Cl + no. of iodine atom× lone pair on iodine atom.

so, total lone pairs = 2 + (3×3) = 11 lone pairs

Hence, option A is correct.
