For a number to lie between 40,000 and 60,000 the number must start with 4 or 5.
So the ten thousands place of the number can be filled in 2 ways.
The thousands place can be filled in 4 ways, hundreds place can be filled in 3 ways, tens place can be filled in 2 ways and units digits will be filled in 1 way.

The total number of digits that can be formed is 2X4X3X2X1 =48.
