It is known that for $1$ pound there are $16$ ounces giving
$\frac{\text{count of ounces}}{\text{count of pounds}}$ $\to$ $\frac{16}{1}$
But what we need is :
$\frac{\text{count of ounces}}{\text{count of pounds}}\to \frac{16}{1}\to \frac{?}{\frac{1}{4}}$
It is known that to convert $1$ into $\frac{1}{4}$ we divide by $4$
In fractions for thus question type ; what we do to the bottom we do to the top.
$\frac{\text{count of ounces}}{\text{count of pounds}}\to \frac{16}{1}\to \frac{16÷4}{1÷4}\to \frac{?}{\frac{1}{4}}$
So $?=16÷4=4$
SO there are $4$ ounces in $\frac{1}{4}$ pound
