How resistance increases during short circuiting?

During short circuit, resistance doesnt increase but it decrease to zero ( ideally )
Current will be increased

It is that, the short circuit occurs when there is a sudden rise in voltage (eg. Lightning strokes orswitching surges).
After the phase being short circuited, the voltage drops and the current increases to several magnitude, larger than the normal operating current.
