Can they attract each other ? Yes. But only if they overcome the "Coulomb barrier" of their positive charges repelling each other first, getting so close to each other that the short-range strong nuclear force starts attracting them to each others.

Since the strong force really is strong, it easily overwhelms the repulsion -- once they get that close.
