It focussed on mobilising all the members of the Indian community to secure independence. Rash Behari Bose took the initiative to organise the Tokyo Conference in 1942. Both Indian civil and military officials met the Japanese High Command to expand and strengthen the Independence League. Indian National Army was formally set up in 1942.
