I want to know the reason that why we shuffle the minus sign from the denominator to the numerator

Negative sign , whether in the numerator or denominator signifies that the number is negative. It does not change whether it is in the numerator or the denominator. We generally write the negative sign in the numerator because that is a standard and conventional way of writing it.
