(a) According to Aufbau principle the orbitals are filled in order of their increasing energies.
Sn(50)=1s22s22p63s23p63d104s24p64d105s25p2 (by obeying Aufbau Principle)

Sn(50)=1s22s22p63s23p63d104s24p64d104f4 (If not following Aufbau rule)
So, if Aufbau rule is not followed. then Sn would be placed in f block.

(b) 5th ionization energy of As (Z=33) is less than that of Ge (Z=32)
5th Ionization energy means
As4+=[Ar]3d104s1
Ge4+=[Ar]3d10
As can be seen from the electronic configuration, 5th ionization energy of As (Z=33) will be less than that of Ge (Z=32) as Ge4+ has stable 3d10 electronic configuration. Hence, removal of an electron will be tough.
