Let the required no. be $x$ .
Now,
$15 %$ of $40 = \frac{15}{100} \times 40 = 6$
$25 %$ of $x = \frac{25}{100} \times x = \frac{x}{4}$
Now according to the question-
$\frac{x}{4} + 2 = 6$
$\Rightarrow \frac{x}{4} = 6 - 2$
$\Rightarrow x = 4 \times 4 = 16$
Hence the required no. is $16$ .
