As we know that,
$x^{a} \times x^{b} = x^{a + b}$
${(x^{a})}^{b} = x^{a \times b}$
$∴ {{(2)}^{- 2} \times {(2)}^{- 2}}^{2} = 2^{- m}$
$\Rightarrow {{(2)}^{- 2 \times - 2}}^{2} = 2^{- m}$
$\Rightarrow {(2^{- 4})}^{2} = 2^{- m}$
$\Rightarrow 2^{(- 4 \times 2)} = 2^{- m}$
$\Rightarrow 2^{- 8} = 2^{- m}$
Comparing both sides, we have
$m = 8$
Hence, the correct answer is 8.
