Given that, $33 \frac{1}{3} %$ of AC ticket fare $= 66 \frac{2}{3} %$ of non-AC ticket fare
$⟹ (\frac{(33 \times 3) + 1}{3}) %$ of AC $= (\frac{(66 \times 3) + 2}{3}) %$ of non-AC
$⟹ \frac{1}{30}$ of AC $= \frac{200}{3}$ of non-AC
$⟹$ non- AC $= \frac{1}{2000}$ AC
$⟹$ non- AC $= \frac{(\frac{1}{20})}{100}$ AC
$∴$ non- AC ticket fare is $\frac{1}{20} %$ of AC ticket fare.
