It is given that 3x+13x=3, by squaring both sides we get:

(3x+13x)2=32


(3x)2+(13x)2+(2×3x×13x)=9((a+b)2=a2+b2+2ab)

9x2+19x2+2=9

9x2+19x2=92

9x2+19x2=7

Hence, 9x2+19x2=7.
