The correct option is C $9, 1$
Take the sum of the roots from $1^{s t}$ equation and product of the roots from $2^{n d}$ equation, we get
$- a = 10, b = 9$
$∴ x^{2} + a x + b = 0 \Rightarrow x^{2} - 10 x + 9 = 0$
$\Rightarrow x^{2} - 9 x - x - 9 = 0 \Rightarrow (x - 9) (x - 1) = 0$
$∴ x = 9, 1$
