Solution

T=75dyne/,r=0.005,ρ=1/,θ=0°
h=2Tcosθrρg=2×75×cos0°0.005×1×981=30.58
Length of capillary=5
Because tube is of insufficient length, the water will rise up to the upper end of the tube.
