$A=\left[\begin{array}{ccc}8& 3& 2\\ 5& 9& 1\end{array}\right]$

$\Rightarrow B=\left[\begin{array}{cc}1& -1\\ 3& 0\end{array}\right]$

For addition of the matrices, the order of both the matrices should be same.

As the order of $A$ is $2\times 3$ and of $B$ is $2\times 2$ therefore the addition of $A\xi B$ is not exists.
