If a body or a surface is considered to have electric flux should it contain charge particularly in addition to the number of lines of force entering and leaving it?

the net flux that is zero for an uncharged gaussian body (or closed surface). Electric field lines of force begin from a positive charge and terminate in a negative charge. If the net charge of a body is zero then the net number of electric field lines emerging from it or terminating in it is zero...........hence it has a net electric flux equal to cipher (zero).
