A flute can be considered as a tube.
When all the holes are covered, the flute works like a tube open at both ends. Pitch of a flute depends on volume of air vibrating inside and length of flute.Larger volume vibrates more slowly, for lower pitch; a smaller volume vibrates more quickly, for a higher pitch. For most Flutes, the player changes pitch by opening and closing holes along the instrument's length. Closing more holes makes the instrument longer, making the notes lower.
So a note of very low pitch will be formed when all the holes are covered.
