An anion is an atom with a negative charge. Since the atom has more electrons than protons it will have a net negative charge.

Example: F-1(fluoride ion) has 9 protons and 10 electrons.Its electronic configuration:2,8.Since it has a complete valence shell, it is stable.

Fluorine atom on accepting an extra electron has become an anion.

Therefore, if a particle has eight electrons in its outermost orbit, but the total number of electrons in it is less than the protons in its nucleus, then it is called anion and it is stable in character.
