As we know that relation is function only when its graph is such that no vertical line will cut its equation at more than one point.
Let us see the examples

The above graph has no such line which will intersect its curve at more than one point, so this graph represents function.

Here, in the above graph we can see the line is cutting the curve at more than one point so the graph does NOT represents Function
