For a number to be divisible by 3, the sum of its digits should be divisible by 3.
Hence, for 70x to be divisible by 3, the value of 7+0+x should be divisible by 3.
The smallest multiple of 3 greater than 7 is 9 i.e. 7+0+x=9
x=2
the smallest value of x for which the number 70x is divisible by 3 is 2.
