If a trait is present in only 10% of the population it is more likely to have arisen recently. Since it arose recently in the population it got less time to replicate itself in the individuals. Hence, it is present in only a limited fraction of population. On the other hand, trait Y which is present in 70% of the population arose earlier. The trait got more time to replicate and so is present in a wider population.
