If an acid is added to milk it's ph will reduce forming curd.But is it possible that if a base is added to curd it can form milk back?

No, it is surely not possible. When an acid (lemon, vinegar, etc) is added to the milk, the curd is formed, which is an entirely different product (a compound), not a mixture of acid and milk. So, when you add a base to the curd, there is no acid in there to react with the base.
