If an indian has only one passport then how is it federal govt.

India is a federal country with a unitary bias. Single citizenship is one of the unitary features of the Indian constitution. Countries with single citizenship does not allow multiple passports. Hence , an Indian will have a single passport which specifies single citizenship.
