The correct option is B $2$
By equality of two matrices, equating the corresponding elements $a_{11}$ and $a_{12}$ , we get
$2 a + b = 4$
$a - 2 b = - 3$
On solving these equations, we get
$b = 2$ and $a = 1$ .
