$10 + \sqrt{82}$ m

BC and CD are given. We can find BD using Pythagoras theorem.

$B D = \sqrt{B C^{2} + C D^{2}}$

$B D = \sqrt{1^{2} + 9^{2}}$

= $\sqrt{1 + 81}$ = $\sqrt{82}$ m

$∴$ Perimeter of the $△ B C D$
$= B C + C D + B D = 1 + 9 + \sqrt{82}$
