if current is directly proportional to volt , by ohm law, then why its happen so that high current has low voltage?

Current is directly proportional to voltage difference across conductor.
But at power house power is developed due to conversion of energy
power = voltage * current
so current = power / voltage
So for low current voltage will be high and at low voltage current will be high.

power house follow law of conservation of energy.

Ohms law is applicable for conductor not for generators ( generation of power)
