The possible benzenoid structures of C6H4Cl2 are as follow:

As we know, μ=μ21+μ22+2μ1μ2cosθ
(I) μ=1.52+1.52+2×1.52cos60o 2.6 D

(II) μ=1.52+1.52+2×1.52cos120o =1.5 D

(III) Dipole moment vectors cancle out each other giving net dipole as zero.

Hence total sum becomes 4.1 D.
