Water has high dielectric constant so it can dissolve the most of the substances in it. Now when Distilled water is kept in seal water bottle for long time then it will be able to dissolve very small amount of glass into it (Although glass is insoluble in water but with time small amount will dissolve) thus it leaves the itching on the surface of the glass.
