If evolution is believed to ​
have happened,then why have not all apes evoled to humans?

Dear student,
Humans have not evolved from ape but ape like ancestor whose evidence is not yet discovered. Evolution does not favour all the members of a species to form a new species but small number of individual of a species who have become genetically isolated transform into a new species. These two points are enough to conclude that all the ape like ancestor do not transform into human during evolution but only a small number of ape like ancestor who become genetically isolated becomes human.
