|z1|+|z+3|8
Using the triangle inequality
|z1±z2||z1|+|z2|
We have |z1|+|z+3|8
|z1+z+3|8
|z+1|4
Using triangle inequality again
|z|+14|z|3
So, the maximum value of |z1+2| is |z1|+|z2|
And the minimum value of |z1+2| is |z1||z2|
Hence the maximum value of |z4| is |z|+|4|=3+4=7
the minimum value of |z4| is |z||4|=34=1
Hence the range of |z4|
1|z4|7
