Question

If lighter droplets have positive charge in them and are at the upper regions of the cloud while the bigger droplets have negative charge in them and are at the lower regions of the cloud, does that mean when it rains only the negative and bigger droplets fall and lighter droplets don't?

When atmosphere becomes wet these charges attract each other to get neutralisedand the neutral water drops of rain fall on the earth. The force of attraction of heavier charge is strong so lighter charges are also pulled down.
