if permanent hardness of water can be treated i.e., can be removed, then why is it called permanent hardness of water?

Temporary hardness can be removed by heating alone while to remove permanent hardness one needs chemical treatments.

Both types of treatment can be removed but temporary one requires much simpler methods.
