If sandy soil (of beaches) has the highest percolation rate then why do floods come in coastal areas??

THOUGH the sand as high precolation rate
but in coastal area flood in accompanied by sea watr which increase the affect of flood
so sand soil cant manage this much of water though it has highest precolation rate
