Tangent is perpendicular to radius at the point of contact.
Therefore OPQ=ORQ=90

Sum of all the four angles of a quadrilateral is 360
So, OPQ+PQR+QRO+ROP=360

90+PQR+90+155=360 [Given POR=155]

PQR=25
Therefore angle between the tangents 25

So, option D is the answer.
