Refractive index of water is:

Similarly, refractive index of glass is:

Dividing (ii) by (i),
$\frac{{\mu }_g}{{\mu }_w}=\frac{v_w}{v_g}=\frac{9}{8}$

Refractive index of glass with respect to water is:
${\mu }_{g,w}=\frac{v_w}{v_g}=\frac{9}{8}$
