Let the initial area be l2 for square of side length l.
Then if initial area is increased by 69% we have, new area as,
(l)2=l2+69100l2
(where l is the new side length )
(l)2=100+69100l2
(l)2=169100l2
l=1310l
l=l+310l
l=l+30100l
So, length is increased by 30%
