The height $h$ to which the liquid rises in the tube is given by:
$h = \frac{2 T cos θ}{r ρ g}$ $∴ h \propto \frac{1}{r}$
$∴ \frac{h_{1}}{h_{2}} = \frac{r_{2}}{r_{1}}$ or $\frac{r_{1}}{r_{2}} = \frac{h_{2}}{h_{1}} = \frac{2.2}{6.6} = \frac{1}{3}$
